Conservatives are more ruthless than liberals

Political parties expend the time and grueling energy to control government for different reasons. Liberals, while enjoying the perquisites of office, also want to be in a position to use government to solve problems. But conservatives have different motives for wanting power. One is to prevent liberals from doing so; if government cannot be made to disappear, at least it can be prevented from doing any good. The other is to build a political machine in which business and the Republican Party can exchange mutual favors; business will lavish cash on politicians (called campaign contributions) while politicians will throw the money back at business (called public policy). …

Historically and philosophically, liberals and conservatives have disagreed with each other, not only over the ends political systems should serve, but over the means chosen to serve those ends. Whether through the ideas of James Madison, Immanuel Kant, or John Stuart Mill, liberals have viewed violent conflict as regrettable and the use of political institutions as the best way to contain it. Conservatives, from the days of Machiavelli to such twentieth-century figures as Germany’s Carl Schmitt, have, by contrast, viewed politics as an extension of war, complete with no-holds-barred treatment of the enemy, iron-clad discipline in the ranks, cries of treason against those who do not support the effort with full-throated vigor, and total control over any spoils won. From a conservative point of view, separation of powers is divisive, tolerance a luxury, fairness another word for weakness, and cooperation unnecessary. If conservatives will not use government to tame Hobbes’ state of nature, they will use it to strengthen Hobbes’ state of nature. Victory is the only thing that matters, and any tactic more likely to produce victory is justified.

The K Street Project, then, did not arise spontaneously out of the ether. When Republicans in Congress began to inform lobbyists that in return for influence they would have to fire all the Democrats in their firms, they may have broken with long-standing traditions, but they were simply carrying forward politics-as-warfare the way conservative political philosophers have historically understood it. Liberals do not generally have objections to working with conservatives; indeed, having conservatives sign off on any expansion of government adds to the legitimacy of that expansion. But conservatives tend to see working with liberals as corrupting; in the immortal words of conservative activist Grover Norquist, “bipartisanship is another name for date rape.” K Street is to lobbying what Fox News is to journalistic objectivity. In the world that contemporary conservatives have brought into being, rules are not applicable to all parties to a conflict. Rules are part of the conflict, and whoever wins the conflict gets to change the rules.

If government is necessary, bad government, at least for conservatives, is inevitable, and conservatives have been exceptionally good at showing just how bad it can be. Hence the truth revealed by the Bush years: Bad government–indeed, bloated, inefficient, corrupt, and unfair government–is the only kind of conservative government there is. Conservatives cannot govern well for the same reason that vegetarians cannot prepare a world-class boeuf bourguignon: If you believe that what you are called upon to do is wrong, you are not likely to do it very well.

Three examples–FEMA, Medicare, and Iraq– should be sufficient to make this point. …

The question of whether Medicare reform will prove politically fruitful for Republicans is still open. But the question of whether it has proven to be an administrative nightmare is not. There were two paths open to Republicans if they had been interested in creating an administratively coherent system of paying for the prescription drugs of the elderly. One was to give the elderly nothing and insist that every person assume the full cost of his or her medication. The other was to have government assume responsibility for the costs of those drugs.

It is significant that in America’s recent debates over prescription drugs, no one, not even the Cato Institute, argued that government should simply not be in the business at all. As a society, we accept–indeed, we celebrate–the fact that older people can live longer and better lives thanks to radically improved medical technology as well as awe-inspiring advances in pharmacology. A political party which consigned to death anyone who could not afford to participate in this medical revolution would die an early death itself.

But Republicans were just as unwilling to design a sensible program as they were unable to eliminate the existing one. To prove their faith in the market, they gave people choices, when what they wanted was predictability. To pay off the pharmaceutical industry, they refused to allow government to negotiate drug prices downward, thereby vastly inflating the program’s costs. To make sure government agencies didn’t administer the benefit, they lured in insurance companies with massive subsidies and imposed almost no rules on what benefits they could and could not offer. The lack of rules led to a frustrating chaos of choices. And the extra costs had to be made up by carving out a so-called “doughnut hole” in which the elderly, after having their drug purchases subsidized up to a certain point, would suddenly find themselves without federal assistance at all, only to have their drugs subsidized once again at a later point. Caught between the market and the state, Republicans picked the worst features of each. No single human being could have designed a program as unwieldy as this one. It took the combined efforts of every faction in today’s conservative movement to produce a public policy so removed from common sense.

Eager to salvage conservatism from the wreckage of conservative rule, right-wing pundits are furiously blaming right-wing politicians for failing to adhere to right-wing convictions. …

Conservative dissidents seem to have done an admirable job of persuading each other of the truth of their claims. Of course, many of these dissidents extolled the president’s conservative leadership when he was riding high in the polls. But the real flaw in their argument is akin to that of Trotskyites who, when confronted with the failures of communism in Cuba, China and the Soviet Union, would claim that real communism had never been tried. If leaders consistently depart in disastrous ways from their underlying political ideology, there comes a point where one has to stop just blaming the leaders and start questioning the ideology.

Why the color-coded threat alert system fails

The color-coded threat alerts issued by the Department of Homeland Security are useless today, but may become useful in the future. The U.S. military has a similar system; DEFCON 1-5 corresponds to the five threat alerts levels: Green, Blue, Yellow, Orange, and Red. The difference is that the DEFCON system is tied to particular procedures; military units have specific actions they need to perform every time the DEFCON level goes up or down. The color-alert system, on the other hand, is not tied to any specific actions. People are left to worry, or are given nonsensical instructions to buy plastic sheeting and duct tape. Even local police departments and government organizations largely have no idea what to do when the threat level changes. The threat levels actually do more harm than good, by needlessly creating fear and confusion (which is an objective of terrorists) and anesthetizing people to future alerts and warnings. If the color-alert system became something better defined, so that people know exactly what caused the levels to change, what the change means, and what actions they need to take in the event of a change, then it could be useful. But even then, the real measure of effectiveness is in the implementation. Terrorist attacks are rare, and if the color-threat level changes willy-nilly with no obvious cause or effect, then people will simply stop paying attention. And the threat levels are publicly known, so any terrorist with a lick of sense will simply wait until the threat level goes down.”

Living under Orange reinforces this. It didn’t mean anything. Tom Ridge’s admonition that Americans “be alert, but go about their business” reinforces this; it’s nonsensical advice. I saw little that could be considered a good security trade-off, and a lot of draconian security measures and security theater.

America, the failed state

… the fear, which cannot casually be put aside, that, as Gar Alperowitz puts it in America Beyond Capitalism, “the American ‘system’ as a whole is in real trouble – that it is heading in a direction that spells the end of its historic values [of] equality, liberty, and meaningful democracy.”

The “system” is coming to have some of the features of failed states, to adopt a currently fashionable notion that is conventionally applied to states regarded as potential threats to our security (like Iraq) or as needing our intervention to rescue the population from severe internal threats (like Haiti). Though the concept is recognized to be, according to the journal Foreign Affairs, “frustratingly imprecise,” some of the primary characteristics of failed states can be identified. One is their inability or unwillingness to protect their citizens from violence and perhaps even destruction. Another is their tendency to regard themselves as beyond the reach of domestic or international law, and hence free to carry out aggression and violence. And if they have democratic forms, they suffer from a serious “democratic deficit” that deprives their formal democratic institutions of real substance. …

Declarations of noble intent by systems of power are rarely complete fabrication, and the same is true in this case. Under some conditions, forms of democracy are indeed acceptable. Abroad, as the leading scholar-advocate of “democracy promotion” concludes, we find a “strong line of continuity”: democracy is acceptable if and only if it is consistent with strategic and economic interests (Thomas Carothers). In modified form, the doctrine holds at home as well. …

The persistence of the strong line of continuity to the present again reveals that the United States is very much like other powerful states. It pursues the strategic and economic interests of dominant sectors of the domestic population, to the accompaniment of rhetorical flourishes about its dedication to the highest values. That is practically a historical universal, and the reason why sensible people pay scant attention to declarations of noble intent by leaders, or accolades by their followers.

For there is a precedent in modern Western history for a country whose leader exploits national humiliation and fear to restrict public freedoms; for a government that makes permanent war as a tool of state policy and arranges for the torture of its political enemies; for a ruling class that pursues divisive social goals under the guise of national “values”; for a culture that asserts its unique destiny and superiority and that worships military prowess; for a political system in which the dominant party manipulates procedural rules and threatens to change the law in order to get its own way; where journalists are intimidated into confessing their errors and made to do public penance. Europeans in particular have experienced such a regime in the recent past and they have a word for it. That word is not “democracy.”

Historians and pundits who leap aboard the bandwagon of American Empire have forgotten a little too quickly that for an empire to be born, a republic has first to die. In the longer run no country can expect to behave imperially – brutally, contemptuously, illegally – abroad while preserving republican values at home. For it is a mistake to suppose that institutions alone will save a republic from the abuses of power to which empire inevitably leads. It is not institutions that make or break republics, it is men. And in the United States today, the men (and women) of the country’s political class have failed. Congress appears helpless to impede the concentration of power in the executive branch; indeed, with few exceptions it has contributed actively and even enthusiastically to the process.

Illegality practices by the US in the “War on Terror”

The unrepublican veneration of our presidential “leader” has made it uniquely difficult for Americans to see their country’s behavior as others see it. The latest report from Amnesty International – which says nothing that the rest of the world doesn’t already know or believe but which has been denied and ridiculed by President Bush – is a case in point. The United States “renders” (i.e., kidnaps and hands over) targeted suspects to third-party states for interrogation and torture beyond the reach of US law and the press. The countries to whom we outsource this task include Egypt, Saudi Arabia, Jordan, Syria (!), Pakistan – and Uzbekistan. Where outsourcing is impractical, we import qualified interrogators from abroad: in September 2002 a visiting Chinese “delegation” was invited to participate in the “interrogation” of ethnic Uighur detainees held at Guantánamo.

At the US’s own interrogation centers and prisons in Iraq, Afghanistan, and Guantánamo Bay, at least twenty-seven “suspects” have been killed in custody. This number does not include extrajudicial, extraterritorial “targeted assassinations”: a practice inaugurated by Benito Mussolini with the murder of the Rosselli brothers in Normandy in 1937, pursued with vigor by Israel, and now adopted by the Bush administration. The Amnesty report lists sixty alleged incarceration and interrogation practices routinely employed at US detention centers, Guantánamo in particular. These include immersion in cold water to simulate drowning, forced shaving of facial and body hair, electric shocks to body parts, humiliation (e.g., being urinated upon), sex-ual taunting, the mocking of religious belief, suspension from shackles, physical exertion to the point of exhaus-tion (e.g., rock-carrying), and mock execution.

Any and all of these practices will be familiar to students of Eastern Europe in the Fifties or Latin America in the Seventies and Eighties – including the reported presence of “medical personnel.” But American interrogators have also innovated. One technique has been forcibly to wrap suspects – and their Korans – in Israeli flags: a generous gesture to our only unconditional ally, but calculated to ensure that a new generation of Muslims worldwide will identify the two countries as one and hate them equally.

All of these practices – and many, many others routinely employed at Guantánamo, at Kandahar and Bagram in Afghanistan, at al-Qaim, Abu Ghraib, and elsewhere in Iraq – are in breach of the Geneva Conventions and the UN Convention against Torture, to both of which the US is a signatory

[Andrew] Bacevich is a graduate of West Point, a Vietnam veteran, and a conservative Catholic who now directs the study of international relations at Boston University. He has thus earned the right to a hearing even in circles typically immune to criticism. What he writes should give them pause. His argument is complex, resting on a close account of changes in the US military since Vietnam, on the militarization of strategic political thinking, and on the role of the military in American culture. But his conclusion is clear. The United States, he writes, is becoming not just a militarized state but a military society: a country where armed power is the measure of national greatness, and war, or planning for war, is the exemplary (and only) common project.

Why does the US Department of Defense currently maintain 725 official US military bases outside the country and 969 at home (not to mention numerous secret bases)? Why does the US spend more on “defense” than all the rest of the world put together? After all, it has no present or likely enemies of the kind who could be intimidated or defeated by “star wars” missile defense or bunker-busting “nukes.” And yet this country is obsessed with war: rumors of war, images of war, “preemptive” war, “preventive” war, “surgical” war, “prophylactic” war, “permanent” war. As President Bush explained at a news conference on April 13, 2004, “This country must go on the offense and stay on the offense.”

Among democracies, only in America do soldiers and other uniformed servicemen figure ubiquitously in political photo ops and popular movies. Only in America do civilians eagerly buy expensive military service vehicles for suburban shopping runs. In a country no longer supreme in most other fields of human endeavor, war and warriors have become the last, enduring symbols of American dominance and the American way of life. “In war, it seemed,” writes Bacevich, “lay America’s true comparative advantage.” …

For Bacevich’s deepest concern lies closer to home. In a militarized society the range of acceptable opinion inevitably shrinks. Opposition to the “commander in chief” is swiftly characterized as lèse-majesté; criticism becomes betrayal. No nation, as Madison wrote in 1795 and Bacevich recalls approvingly, can “preserve its freedom in the midst of continual warfare.”[12] “Full-spectrum dominance” begins as a Pentagon cliché and ends as an executive project.

Things go wrong, and not just in Iraq. International law – like the UN itself – was conceived in a world of sovereign states, a world where wars broke out between countries, peace was duly brokered among states, and a major concern of the post–World War II settlement was to guarantee the inviolability of borders and sovereignty. Today’s wars typically happen within states. The distinctions between peace-making and peacekeeping – between intervention, assistance, and coercion – are unclear, as are the rights of the conflicting parties and the circumstances under which foreign agencies may resort to force. In this confusing new world, well-meaning Western diplomats and observers have sometimes proven unable to distinguish between warring states – operating under conventional diplomatic norms – and locally powerful criminal tyrants, such as the leaders of Sudan. Negotiation with the latter all too often amounts to collaboration and even complicity.

Why no terrorist attacks since 9/11?

… you have to wonder why there have been no terrorist attacks in the U.S. since 9/11. I don’t believe the “flypaper theory” that the terrorists are all in Iraq instead of in the U.S. And despite all the ineffectual security we’ve put in place since 9/11, I’m sure we have had some successes in intelligence and investigation — and have made it harder for terrorists to operate both in the U.S. and abroad.

But mostly, I think terrorist attacks are much harder than most of us think. It’s harder to find willing recruits than we think. It’s harder to coordinate plans. It’s harder to execute those plans. Terrorism is rare, and for all we’ve heard about 9/11 changing the world, it’s still rare.

Mr Bush met supporters at a rally in the town of Davenport, while Mr Kerry held an economic roundtable discussion with business leaders nearby. …

Three local banks were robbed as the campaigns hit Davenport.

The first robbery occurred just as Mr Bush stepped off his plane, local police say.

Then [in the 1860s], suddenly, the hostilities [by the Andaman Islanders] ceased almost entirely. There was one cataclysmic battle – fifteen hundred naked warriors came charging out of the jungle, straight up against the guns of a British warship, with predictably ghastly results – and after that, only a few desultory clashes. Quite unaccountably, the natives started wandering out into the settlement and behaving like friends: odd, bright-eyed little people whose merry air suggested that they had forgotten there had ever been bloodshed. The Andamanese would ask for gifts (coconuts, bananas, and, before long, tobacco and liquor) and make amiable sport with the British soldiers, plucking at the brigadesmen’s red coats and pulling on their whiskers. They even began coming voluntarily to live in the “Andamanese Home,” an institution for their welfare that the British established on Ross Island.

But in some ways, their presence was now even more nettlesome than it had been before. The Andamanese had certain noteworthy talents, but few that could profitably be applied to the needs of a colonial settlement. They were excellent bow-men, amazingly proficient swimmers (some could even shoot arrows accurately while treading water), uncanny mimics, and skilled jungle trackers, able to communicate across miles of forest by banging out signals on the buttress roots of certain trees. So the British put them to use hunting down escaped convicts – a reasonable occupation, though hardly enough to occupy them full-time. A few of the natives were employed as nannies, since it was quickly noticed that they were remarkably affectionate with children, the Europeans’ as much as their own. Others were kept as objects of amusement in Port Blair households, to be dressed up and coddled – at least until their masters’ tours of duty ended, when they were left to fend for themselves. “The Government of [British] India,” one official noted approvingly, “[has] adopted a policy towards the aborigines of the Andaman Islands which has made them, above all races of savages, the most carefully tended and petted.” Here are some names given to Andamanese in the nineteenth century by the British, which I came across in various old documents: Topsy, Snowball, Jumbo, Kiddy Boy, Ruth, Naomi, Joseph, Crusoe, Friday, Tarbaby, King John, Moriarty, Toeless, Punch, Jacko, Jingo, Sambo, and Queen Victoria.
