Micro-nations

Call them micro-nations, model countries, ephemeral states, or new country projects, the world is surprisingly full of entities that display all the trappings of established independent states, yet garner none of the respect. The Republic of Counani, Furstentum Castellania, Palmyra, the Hutt River Province, and the Empire of Randania may sound fantastical, but they are a far cry from authorial inventions, like C.S. Lewis’s Narnia or Swift’s Laputa. …

Such idiosyncratic nation-building can trace its roots back to the early nineteenth century, when even the mightiest empire had yet to consolidate its grip on the more far-flung regions of the world. The swampland of the Mosquito Coast was just such an untouched area, and it was here that the Scottish adventurer Gregor MacGregor decided to found his new kingdom – the Territory of Poyais.

The Territory of Poyais displayed many of the themes that would appear in micro-nations for the next century-and-a-half: Firstly, that the love of money is usually a significant incentive in a micro-nation’s foundation. Secondly, that a micro-nation’s founders will always bestow upon themselves thoroughly dramatic titles. Thirdly, that since all the world’s good spots have been taken, micro-nations are usually gifted with dire and hazardous geography. And finally, should any other country enquire into the status of a micro-nation, it is liable to collapse.

For example, take the Republic of Indian Stream, a self-declared republic in North America that existed from 1832 to 1835. An ambiguous border treaty between Britain and the U.S. had created a 500-square mile legal loophole between Canada and the state of New Hampshire. Three hundred enterprising American citizens, all hoping to avoid federal taxes, quickly established a government and constitution and declared Indian Stream a sovereign state. The Republic went unchallenged, but when one of its members was arrested for unpaid debts and taken to serve time in a debtors’ prison in Canada, the Republic of Indian Stream swiftly planned a counterstrike. Crossing the border into Canada, they shot up a local judge’s house, broke their fellow “Streamer” out of prison, and returned triumphantly home. This bravado did not last for long. By the next morning, doubts about the attack were mustering, British retaliation was feared, and before long the Republic voted to be annexed by the New Hampshire militia. Indian Stream was soon incorporated into the state where its libertarian longing would continue to be nurtured for years to come.

One of the major problems in founding a new country, second only to being ignored, is the threat of invasion by a more legitimate nation. As a result, when a group of Ayn Rand disciples tried, in 1969, to set up a new country named Oceana, defense of the realm was paramount. Even though the exact location for Oceana had not been definitely fixed, boot camps were organized for all those who wanted to live there. Most ominously of all, plans were made to steal a nuclear missile, the ultimate deterrent should another country come knocking on their door. Fortunately the group was disorganized and lacking in funds, and when the ringleaders decided to rob a bar to fund their project, the hapless group was promptly arrested and their startling story discovered.

The United States Office of the Geographer stresses that five factors are needed to become a country: space, population, economic activity, government structure, and recognition from other countries. Of these, it is the last factor that has always been the hardest to attain. However, one micro-nation has perhaps come closer to fulfilling these requirements than any other. Founded by a former “pirate” radio operator, Paddy Roy Bates, Sealand is situated on an abandoned World War II anti-aircraft tower, seven miles off the British coast. Consisting of 550 square meters of solid steel, it was declared independent by “Prince” Roy in 1967. (The country’s initial economic activity consisted largely of selling passports and minted coins – both common practices amongst modern micro-nations out to make a quick buck).

Just as Sealand now plays host to the Internet, it is the Internet that has revealed itself as the host for a whole new generation of fictional state projects. As the libertarian fetish for micro-nations weakens, the virtual geography of the Internet grants a modicum of affordable tangibility to new micro-nations, without any of the traditional perils associated with abandoned anti-aircraft platforms or disputed South Pacific atolls.

In comparison, the Royal Kingdom of Elgaland-Vargaland (KREV) has no pull on believability. Although it claims physical territory, it insanely suggests that this consists of all the border frontier areas between all countries on earth. In doing so, the joint kings of KREV (for even these post-modern micro-nations can rarely resist the traditional attraction of a royal title) seem to be taking the artist Gordon Matta-Clark’s “Fake Estates” project – in which Matta-Clark bought small, inaccessible, and unusable lots of land, situated between buildings – to its furthest logical extension. KREV is a country made up of the intersections between real countries, a nation of negative space – a micro-nation that is best to debate rather than to visit.

euphuism: in English literature, a highly elaborate and artificial style that derived from the Euphues (1578) of John Lyly and that flourished in England in the 1580s. It was characterized by extensive use of simile and illustration, balanced construction, alliteration, and antithesis. Euphuism played an important role in English literary history by demonstrating the capabilities of English prose. The term has come to mean an artificial, precious, high-flown style of writing.

The principle of copyright is this. It is a tax on readers for the purpose of giving a bounty to writers. The differences between language in art & politics

‘There are no hard distinctions between what is real and what is unreal, nor between what is true and what is false. A thing is not necessarily either true or false; it can be both true and false.’

I believe that these assertions still make sense and do still apply to the exploration of reality through art. So as a writer I stand by them but as a citizen I cannot. As a citizen I must ask: What is true? What is false? …

So language in art remains a highly ambiguous transaction, a quicksand, a trampoline, a frozen pool which might give way under you, the author, at any time. …

Political language, as used by politicians, does not venture into any of this territory since the majority of politicians, on the evidence available to us, are interested not in truth but in power and in the maintenance of that power. To maintain that power it is essential that people remain in ignorance, that they live in ignorance of the truth, even the truth of their own lives. Why is American design so often terrible compared to Japanese design?

Americans are good at some things and bad at others. We’re good at making movies and software, and bad at making cars and cities. And I think we may be good at what we’re good at for the same reason we’re bad at what we’re bad at. We’re impatient. In America, if you want to do something, you don’t worry that it might come out badly, or upset delicate social balances, or that people might think you’re getting above yourself. If you want to do something, as Nike says, just do it. …

For centuries the Japanese have made finer things than we have in the West. When you look at swords they made in 1200, you just can’t believe the date on the label is right. Presumably their cars fit together more precisely than ours for the same reason their joinery always has. They’re obsessed with making things well.

Not us. When we make something in America, our aim is just to get the job done. Once we reach that point, we take one of two routes. We can stop there, and have something crude but serviceable, like a Vise-grip. Or we can improve it, which usually means encrusting it with gratuitous ornament. When we want to make a car “better,” we stick tail fins on it, or make it longer, or make the windows smaller, depending on the current fashion. …

Letting focus groups design your cars for you only wins in the short term. In the long term, it pays to bet on good design. The focus group may say they want the meretricious feature du jour, but what they want even more is to imitate sophisticated buyers, and they, though a small minority, really do care about good design. Eventually the pimps and drug dealers notice that the doctors and lawyers have switched from Cadillac to Lexus, and do the same.

Weegee at work

A freelancer by temperament, he had long-term gigs with The Daily News, The Daily Mirror and the left-leaning daily PM. His beat was the inner city, and everything was raw material: the good and the bad, but mostly the bad. He liked nights because he had the photographic turf to himself but also because the best bad things happen at night, under the cover of darkness. Vandals make their mark; hit men practice their trade; people get crazy.

Like a boy scout, he was always prepared. He prowled the streets in a car equipped with a police radio, a typewriter, developing equipment, a supply of cigars and a change of underwear. He was a one-man photo factory: he drove to a crime site; took pictures; developed the film, using the trunk as a darkroom; and delivered the prints.

He often finished a job before the cops had cleared the scene, in some cases before they even arrived. About certain things he was clairvoyant. (Weegee = Ouija, as in board. Get it?) He caught catastrophes in the making and filmed them unfolding. An opportunist? A sensationalist? A voyeur? You could call him all that. He wouldn’t mind. “Just get the name right. Weegee the Famous.”

He was in the right place at the right time. New York from the Depression through World War II was a rude, crude town. No heat in winter, way too much in the summer. Immigrants poured in; there was barely enough room to hold them. Native-born workers felt the competition for jobs and space, resented it. The melting pot was on a constant boil.

The Vitruvian Triad & the Urban Triad

From Andrés Duany’s “Classic Urbanism“:

From time to time there appears a concept of exceptional longevity. In architecture, the pre-eminent instance is the Vitruvian triad of Comoditas, Utilitas, e Venustas. This Roman epigram was propelled into immortality by Lord Burlington’s felicitous translation as Commodity, Firmness and Delight.

It has thus passed down the centuries and remains authoritative, even if not always applied in practice; Commodity: That a building must accommodate its program; Firmness: That it must stand up to the natural elements, among them gravity; Delight: that it must be satisfying to the eye, is with the aberrant exception of the tiny, current avant garde, the ideal of architecture. …

Let me propose the urban triad of Function, Disposition and Configuration as categories that would both describe and “test” the urban performance of a building.

Function describes the use to which the building lends itself, towards the ideal of mixed-use. In urbanism the range of function a first cut may include: exclusively residential, primarily residential, primarily commercial or exclusively commercial. The middle two being the best in urban performance although the extremes have justification in the urban to rural transect. An elaboration should probably differentiate the function at the all-important sidewalk level from the function above.

Disposition describes the location of the building on its lot or site. This may range from a building placed across the frontage of its lot, creating a most urban condition to the rural condition of the building freestanding in the center of its site. Perhaps the easiest way to categorize the disposition of the building is by describing it by its yards: The rearyard building has the building along the frontage, the courtyard building internalizes the space and is just as urban, the sideyard building is the zero-lot line or “Charleston single house” and the edgeyard building is a freestanding object closest to the rural edge of the transect.

The third component of the urban triad is Configuration. This describes the massing, height of a building and, for those who believe that harmony is a tool of urbanism, the architectural syntax and constructional tectonic. It can be argued that the surface of a building is a tool of urbanism no less than its form. Silence of expression is required to achieve the “wall” that defines public space, and that reserves the exalted configuration to differentiate the public building. Harmony in the architectural language is the secret of mixed-use. People seem not to mind variation of function as long as the container looks similar. It is certainly a concern of urbanism.

Bird in Flight, Brancusi, & US Customs law

After a weeklong journey from France, crates of sculptures by Constantin Brancusi arrived in New York harbor on the steamship Paris, escorted by the artist Marcel Duchamp. It was October 1926 and the sculptures were to be exhibited in the city at the avant-garde Brummer Gallery. United States Customs officials opened the crates and uncovered 20 mysterious disks, eggs, and flame-like forms of carved wood, polished metal, or smooth marble. One work in particular left them dumbfounded: a thin, 4 1/4-foot-tall piece of shiny yellow bronze with a gently tapering bulge called Bird in Space. It didn’t look like a bird to the officials, so they refused to exempt it from customs duties as a work of art. They imposed the standard tariff for manufactured objects of metal: 40 percent of the sale price, or $240 (about $2,400 in today’s dollars). …

Under pressure, the customs office agreed to reconsider its decision. In the meantime, it released Bird in Space and other sculptures, on bond and under the classification “Kitchen Utensils and Hospital Supplies,” so they could be exhibited at the Brummer Gallery and then at the Arts Club in Chicago.

Both shows were successes, but in February 1927 the federal customs appraiser F.J.H. Kracke confirmed his office’s initial finding that any sculptures Brancusi sold in the United States, like Steichen’s Bird, would be subject to duty. In an interview with the New York Evening Post, Kracke explained his ruling: “Several men, high in the art world were asked to express their opinions for the Government…. One of them told us, ‘If that’s art, hereafter I’m a bricklayer.’ Another said, ‘Dots and dashes are as artistic as Brancusi’s work.’ In general, it was their opinion that Brancusi left too much to the imagination.”

The next month, Steichen filed Brancusi v. United States to appeal customs’ decision. Abstract Art was now on trial. …

Six influential figures testified for Brancusi: Steichen, who was an established photographer; the sculptor Jacob Epstein; Forbes Watson, the editor of the review The Arts; Frank Crowninshield, the editor of Vanity Fair; William Henry Fox, the director of the Brooklyn Museum of Art; and the art critic Henry McBride. The witnesses for the government, the sculptors Robert Aitken and Thomas Jones, now long forgotten, enjoyed great academic reputations at the time. Judge Young was new to the Customs Court. The 75-year-old Waite had been serving on it and its earlier incarnation, the Board of General Appraisers, for 25 years.

Also present in the courtroom as Exhibit 1 was the Bird, which sat on a table, shimmering and soaring toward the ceiling while the lawyers debated whether it was an “original sculpture” or a metal “article or ware not specially provided for” under the 1922 Tariff Act. For the Bird to enter the country duty-free under the act, Steichen’s lawyers had to prove that Brancusi was a professional sculptor; that the Bird was a work of art; that it was original; and that it had no practical purpose.

By 1927 and after four one-man shows in New York, there was little question that the 51-year-old Brancusi was recognized as a professional sculptor – controversial perhaps, but definitely well-known. There was also little question that the Bird had no utility, even though the customs office had released it under the classification “Kitchen Utensil.”

But because Brancusi had shown four other bird sculptures like Steichen’s at the Brummer show, it wasn’t clear whether Steichen’s was the only one of its kind. And it was far from clear whether the Bird could be called art, because it looked like nothing anyone had ever seen before.

During the hearing, Judges Young and Waite placed great emphasis on the Bird’s title. The Tariff Act didn’t require that sculptures be realistic, but under a 1916 Customs Court decision called United States v. Olivotti sculptures qualified as art works only if they were “chisel[ed]” or “carve[d]” “imitations of natural objects,” chiefly the human form representing such objects “in their true proportions.” …

When he was 26, according to legend, Brancusi set out on foot on the 1,200-mile journey to Paris; however he got there, in 1904 he enrolled at the prestigious école des Beaux Arts. The decade that followed was marked for him by poverty, hard work, and eventually a place in the avant-garde community among Duchamp, Ezra Pound, Amedeo Modigliani, and Erik Satie, who would become his friends and transforming influences. At an exhibit in Paris in 1906, Auguste Rodin, then the towering figure in sculpture, spotted one of Brancusi’s pieces and invited him to work in his studio. Brancusi declined because he believed “nothing grows well in the shadow of a big tree.” …

But to Thomas Jones, a professor at Columbia who testified for the customs office, the Bird was “too abstract and a misuse of the form of sculpture.” Robert Aitken, the government’s other witness, said that art should “arouse an unusual emotional reaction” and “[stir] the esthetics, the sense of beauty.” …

Every work [by Brancusi] was unique and made of a different material, with different proportions and a different harmony. Brancusi had carved variations of the Bird out of white, yellow, and black marble and bronze of varying composition, each time coaxing the stone or the metal to reveal something new about the form. As Brancusi explained, all of those pieces were part of the same search: “All my life I’ve been looking for one thing, the essence of flight.” …

The court’s sensibility favored Brancusi. In its decision of November 1928, drafted by Judge Waite, the court held:

The object now under consideration … is beautiful and symmetrical in outline, and while some difficulty might be encountered in associating it with a bird, it is nevertheless pleasing to look at and highly ornamental, and as we hold under the evidence that it is the original production of a professional sculptor and is in fact a piece of sculpture and a work of art according to the authorities above referred to, we sustain the protest and find that it is entitled to free entry.

Judge Waite’s decision was seen as a victory not only for Brancusi but also for avant-garde art, because it dismissed the Olivotti requirement and recognized the importance of a new school that “portray[ed] abstract ideas rather than … imitate natural objects.” …

But the decision’s focus on the decorative qualities of the Bird made the ruling just as perishable as the standard in the 12-year-old one it replaced. And its reliance on the judges’ personal taste made its application perhaps more arbitrary and restrictive. Many of the works that made the renown of Duchamp, the chaperon of the Bird on its trip to New York and one of its staunchest defenders, would not have passed the test, for example. Duchamp’s “ready-made” sculptures of a bottle rack (Bottle Dryer, 1914) and a urinal (Fountain, 1917), objects he borrowed from daily life and, with more than a hint of irony, labeled works of art, would not have satisfied Judge Waite’s taste for the “beautiful,” “symmetrical,” and “ornamental.”

The Brancusi decision may have done away with the requirement that sculptures must be figurative to be art, but it took years for customs law to shed other unreasonable limitations on the free import of artwork. In 1931, tapestries were deemed dutiable because they were made of wool – the material determined the artistic merit. In 1971, the customs court found that six carved door panels destined for a church were dutiable because, as part of the doors, they were utilitarian objects. It wasn’t for 61 years, until the Harmonized Tariff Schedule of 1989, that customs law allowed free entry to works that are both artistic and functional.

Failure every 30 years produces better design

Failure, [Henry] Petroski shows, works. Or rather, engineers only learn from things that fail: bridges that collapse, software that crashes, spacecraft that explode. Everything that is designed fails, and everything that fails leads to better design. Next time at least that mistake won’t be made: Aleve won’t be packed in child-proof bottles so difficult to open that they stymie the arthritic patients seeking the pills inside; narrow suspension bridges won’t be built without “stay cables” like the ill-fated Tacoma Narrows Bridge, which was twisted to its destruction by strong winds in 1940.

Successes have fewer lessons to teach. This is one reason, Mr. Petroski points out, that there has been a major bridge disaster every 30 years. Gradually the techniques and knowledge of one generation become taken for granted; premises are no longer scrutinized. So they are re-applied in ambitious projects by creators who no longer recognize these hidden flaws and assumptions.

Mr. Petroski suggests that 30 years – an implicit marker of generational time – is the period between disasters in many specialized human enterprises, the period between, say, the beginning of manned space travel and the Challenger disaster, or the beginnings of nuclear energy and the 1979 accident at Three Mile Island. …

A living story, tattooed on flesh

Most artists spend their careers trying to create something that will live forever. But the writer Shelley Jackson is creating a work of literature that is intentionally and indisputably mortal. Jackson is publishing her latest short story by recruiting 2,095 people, each of whom will have one word of the story tattooed on his or her body. The story, titled ‘Skin,’ will appear only on the collective limbs, torsos and backsides of its participants. And decades from now, when the last of Jackson’s ‘words’ dies, so, too, will her tale.

As of November, Jackson, the Brooklyn-based author of a short-story collection called ‘The Melancholy of Anatomy,’ had enrolled about 1,800 volunteers, some from such distant countries as Argentina, Jordan, Thailand and Finland. Participants, who contact Jackson through her Web site, cannot choose which word they receive. And their tattoos must be inked in the font that Jackson has specified. But they do have some freedom to bend and stretch the narrative. They can select the place on their bodies they want to become part of the Jackson opus. In return, Jackson asks her ‘words’ to sign a 12-page release absolving her of liability and promising not to share the story with others. (Participants are the only people who will get to see the full text of the story.) They must also send her two photographs — one of the word on their skin, the other a portrait of themselves without the word visible — which she may later publish or exhibit.

… Mothers and daughters are requesting consecutive words. So are couples, perhaps hoping to form the syntactic equivalent of a civil union. For others, the motives are social: Jackson is encouraging her far-flung words to get to know each other via e-mail, telephone, even in person. (Imagine the possibilities. Sleazy books

From sleazy and how!:

I’m a sucker for a sleazy mystery or a trampy romance novel from the 1950’s-60’s. I usually buy these silly books more for the covers than the stories, but sometimes both are equally bizarre.

This is a gallery of some of the better books I’ve come across. Some have book summaries, others I just liked the covers.

Passion Prize Here are some of the ones I liked: Women’s Doctor. Chinese Lover. Come Sin With Me. Studio Apartment. Musk, Hashish and Blood.

Frenchie, with this exciting passage: “He was all ready to go. The easel was under one arm. Suddenly she couldn’t think about what she should have done. There was no right or wrong way to act, there was only one way. She ran to him and pulled him down toward her. Her fingers bit into his arms. ‘No, no,’ she murmured brokenly. ‘You mustn’t go. You can’t. I couldn’t live…'”.

Illicit Desires, which includes this blurb: “Passion’s Slaves! There’s many a sizzling tale about the ‘farmer’s daughter’, but never has the truth been told so revealingly as in this story of Eva, a member of ‘Ja-Ja” Steinhart’s household; of Mazie, her buxom, full bosomed rival, and their spirited fight for their mutual lover, Joe.”

And Call Her Wanton (“She was fair…she was frisky…she was oh, so much fun…A lusty novel of wilderness passion and a wife too naughty to be true!”).

Or The Manatee (“He had a passion for his ship’s figurehead that no living, breathing woman could satisfy.”).

I think the prize for blurb writing goes to Shady Lady: “Some people called Leslie Fentris a shady lady and most people thought that was putting it mildly. She had money and brains, and plenty of lure. Yet she was mixed up in one shameful scandal after another. Actually, she was a fine and honest person who acted the way she did for very good reasons.

A museum I definitely want to visit

From Best Undiscovered Museum of Americana:

It’s hard to imagine how anything so big could be such a well-kept secret, but there are only two kinds of people in the world: those who haven’t heard of the Shelburne Museum , and those who rave about it. I’m one of the latter.

Situated on 45 acres outside Burlington, Vermont, the Shelburne has been called the “Smithsonian of New England.” It was founded by Electra Havemeyer Webb, heiress to sugar and railroad fortunes. An avid collector of Americana, Webb built the Shelburne and left an active foundation in place to keep it running and growing. It now encompasses 37 exhibits and buildings, some of them nearly incomprehensible in scope. They built a railroad, for instance, to bring the steamship Ticonderoga to the site. A curved building a quarter of a mile long covers a Lilliputian circus parade, each figure, animal, and cart hand-carved — by one person. The figures are only inches tall, and no two are alike.

Things take their identities from what they are not … The concept of a highbrow culture, the culture of great books and the like, depends on the concept of a lowbrow, or popular, culture, whose characteristics highbrow culture defines iself against. Of course, there have always been good books, and bad books, serious music and easy listening, coterie art and poster art. Making these distinctions is easy if you just put everything on a continuum, and rank things from worst to best.
